What is an association?

An association in Algeria is governed by Law No. 12-06 of January 12, 2012. It's a non-profit group of people formed for a specific purpose. Members must be adults (18 years), of Algerian nationality and enjoy their civil and political rights.

Minimum number of members

The number of members varies by association type:

National association: 25 members from at least 12 wilayas
Inter-wilaya association: 21 members from at least 3 wilayas
Wilaya association: 15 members from at least 2 communes
Communal association: 10 members

Constitution procedure

The association is freely formed by founding members:

Constituent general assembly certified by bailiff
Adoption of association bylaws
Designation of executive body leaders
File submission to competent authorities

Creation file:

Registration request signed by president
Nominative list of all founding members and leaders
2 certified copies of bylaws
Minutes of constituent GA (bailiff)
Copy of ID for all members

Registration deadlines

Authorities must issue registration receipt within:

60 days: national association
45 days: inter-wilaya association
40 days: wilaya association
30 days: communal association

Association bylaws

Bylaws must not contain discriminatory clauses or procedures violating members' fundamental freedoms. They must clearly define the purpose, bodies, operating procedures and membership rules.
